Victoria Espinel

    Victoria Espinel is a respected authority on the intersection of digital transformation, global markets, and public policy. She leads strategic efforts at BSA | The Software Alliance that help shape the technology landscape in more than 30 countries.

    Espinel also serves as the President of Software.org: the BSA Foundation. Software.org is a 501 (c) (3) independent nonpartisan international research organization created to help policymakers and the broader public better understand the impact that software has on our lives, our economy, and our society.

    Prior to BSA, Espinel served for a decade in public service, for both Republican and Democratic Administrations. As President Obama’s advisor on intellectual property, she created a new office for intellectual property coordination at the White House. Before that, she established and led a new office at USTR as the first chief US trade negotiator for intellectual property and innovation. She was also a professor of international trade and intellectual property at the George Mason School of Law.

    Espinel was appointed by President Obama to serve on the Advisory Committee on Trade Policy and Negotiations (ACTPN), the principal advisory group for the US government on international trade. She is member of the National Artificial Intelligence Advisory Committee, advising President Biden on enhancing US competitiveness and leadership in AI. Espinel serves on the Board of Directors for ChIPs, a nonprofit organization focused on advancing women in technology, law, and policy and is a founding sponsor of Girls Who Code’s Washington, DC program, a summer immersion program that empowers young women to pursue careers in STEM fields. She is a member of the World Economic Forum’s Global Future Council on Agile Governance and a former chair of the Digital Economy and Society. She holds an LLM from the London School of Economics, a JD from Georgetown University Law School, and a BS in Foreign Service from Georgetown University’s School of Foreign Service. Kate Goodloe

    Kate Goodloe serves as Managing Director with BSA | The Software Alliance. She works with BSA members to develop and advance policy positions on privacy, as well as artificial intelligence and law enforcement access.

    Before joining BSA, Goodloe was a senior associate in the Privacy & Cybersecurity practice at Covington & Burling LLP. In that role, she counseled technology companies on a range of privacy and law enforcement access issues and represented companies in privacy-related litigation, as well as in investigations by the Federal Trade Commission and by Congress. She previously served as a Law Clerk for the Honorable J. Frederick Motz of the U.S. District Court for the District of Maryland.

    Goodloe is a graduate of the University of Missouri School of Journalism and the New York University School of Law. She is based in BSA’s Washington, DC, office.

Neema Guliani

    Neema Singh Guliani is the Deputy Assistant Secretary (DAS) for Services. In this role, she directs the U.S. Department of Commerce’s efforts to create the policy conditions for U.S. digital, financial, supply chain and other services industries to compete around the world.

    Guliani is a lawyer and policy expert who has worked on issues at the intersection of national security, economics, and civil rights. Before joining ITA, she served at Twitter as Head of National Security, Democracy, and Civil Rights Public Policy for the Americas, where she led development of policy and strategy in the U.S. for surveillance, the open internet, and civil rights. In 2022, Guliani also taught as an adjunct professor at the University of North Carolina School of Law, where she designed and taught a course titled “Technology and Civil Rights.”

    Prior to her time at Twitter, Guliani served as Senior Legislative Counsel at the American Civil Liberties Union, where she led several initiatives related to surveillance and technology issues. She also served as a political appointee in the Chief of Staff’s Office at the Department of Homeland Security Office of the Secretary, an adjudicator at the USDA Office of the Assistant Secretary for Civil Rights, and a Counsel for the Oversight and Government Reform Committee for the U.S. House of Representatives.

    Guliani is a 2018 Truman National Security Fellow and a member of the Florida Bar. She has a Juris Doctorate from Harvard Law School and a Bachelor of Arts in international relations with a focus on global security from Brown University.
